California, the other 49 States, and Insurance.

California IS and HAS BEEN a 10th Amendment state, and such status was re-established 1n 1994 by the great work of then State Senator Don Rogers, along with State Senator Dick Monteith, Assemblyman George House and many other patriots. (See SJR 44, authored by State Senator Don Rogers*; adopted by the California Legislature, legally distributed and filed with the Federal Government in 1994). * *.

The importance of this Tenth Amendment Resolution; among many others is to serve notice once more, that the Federal Government is to:” ...KEEP IT'S HANDS OFF OF ...” Insurance.

Insurance is regulated by STATE INSURANCE COMMISSIONERS ONLY - In each State, regardless of whether or not they individually have passed their own 10 Th Amendment Resolutions.

Insurance is not just a Profession nor an Industry; Insurance is in fact an INSTITUTION; an Institution that preceded the formation of the United States and freed capital for investment which theretofore was held back in reserve against the hazards that precluded the potential of loss. Loss or Losses; in part or in total. This capital could now be diverted to invest in business. Businesses, large and small which now could start and grow with confidence, knowing their risk could be spread among others for a small sum.

Such is the short history of the importance of the Institution of Insurance.

Since 1964, I personally have seen minor attempt after minor attempt of the Federal Bureaucracy to chip away at the States' RIGHTS to regulate Insurance.

Now the "Geniuses" who can't even profitably run a Brothel with a bar, (Mustang Ranch in Nevada) are attempting to swallow this Institution.

This would be the final move in tying up any capital left in their words "..Lying around for private use..."

* Senator Don Rogers -also wrote the initiative and led the successful campaign to abolish the California inheritance (death) tax and gift tax. Abolishing these two taxes has saved California families over $60 billion. No other Senator has been able to abolish a tax in California History.

* * There is an ongoing dispute between myself, sided with a few others; to have the Tenth Amendment Committee show that California was one of the Original States to Adopt the Tenth Amendment once more to re-establish the Rights of the State and the People. As of this date the Tenth Amendment Committee will not recognize California, the largest state in the Republic as another Tenth Amendment state.
